Arushi Malik

Dr. Arushi Malik is an Indian Administrative Service officer with over 16 years of experience. She is a medical doctor turned civil servant and is the recipient of a prestigious fellowship at the Pembroke College, University of Oxford.

As District Collector and Magistrate, she has headed the district administration of six districts: Ajmer, Bharatpur, Jhunjhunu, Tonk, Chittorgarh and Dungarpur. She has vast experience in policymaking and program implementation at the grassroots level as Special Secretary, Health; Commissioner Panchayati Raj; and Secretary, Animal Husbandry. Her work as Director, Sanitation (Swachh Bharat Mission) to improve the sanitation coverage of Rajasthan, a predominantly arid state larger than Finland, was lauded at the national level and by international agencies. She created a strong enabling environment and formulated a community-led approach, successfully increasing the rural sanitation coverage and achieving ODF (Open Defecation Free) status, covering over 6.8 million households.

Dr. Malik is the Prime Minister’s Award Recipient for Excellence in Mahatma Gandhi National Rural Deployment Gandhi Act (MGNREGA) implementation in Dungarpur district, with 530 districts competing in the country. She received the National Certificate of Excellence for her work with the Swachh Bharat Mission (National Sanitation Mission). For the same, she was selected for screening for the Prime Minister’s Award for Excellence in Public Administration. In 2009, she became a Guinness Book of World Record holder for leading a team of 300 people to plant 611137 trees in 24 hours.

Her area of interest is maternal health and designing effective prevention and treatment strategies to address maternal morbidity, mortality, and low birth weight. During the Fulbright-Nehru program, a graduate degree in public health will offer her a new approach to address the public health issues in India. She is also keenly passionate about global health: emphasizing an equitable approach to health with a focus on socioeconomic health determinants, using past responses to health issues as an opportunity to learn.

Ritu Sain

Ms. Ritu Sain is a seasoned administrator currently leading the National Anti-Doping Agency in Government of India. In her two-decade long career in the Indian Administrative Service, she has held many challenging assignments and has been credited with several innovative solutions to complex problems being faced by marginalized communities. She is known for her work in areas affected by left wing extremism, where she played a key role in mobilizing women into 10,000 + robust community institutions (self-help groups) for social change.

Her earlier assignments as a young head of administration in the districts of Surguja and Korea saw her introduce several initiatives to enable even the most vulnerable to avail program benefits with ease. Her contributions in the field rural sanitation, healthcare, education, and livelihood are considered to have made lasting impact in the state of Chhattisgarh.

Her path breaking and now much admired and replicated waste management model in Ambikapur has relevance to small cities in other parts of the developing world. The centrality of women collectives in this model has led to gains in women empowerment over and above what has been achieved through better sanitation.

She has served in policy making roles in Government of India. During her tenures in the Ministry of Housing and Urban Affairs, Ministry of Education and Ministry of Youth Affairs and Sports she was instrumental in bringing out large scale change through inclusive public policies and stake holder participation.

She has been awarded the President’s Medal for Outstanding Zeal and High-Quality Service and Prime Minister’s Award for Excellence in Public Administration for outstanding contribution in public service delivery.

Ms. Sain is a Draper Hills Summer Fellow (Stanford University) and a Chevening Gurukul Fellow (University of Oxford). She holds an M. Phil degree in Southeast Asian Studies and MA degree in Politics with specialization in International Relations from Jawaharlal Nehru University, Delhi.

As a Fulbright-Nehra Masters fellow, Ms. Sain is pursuing public policy at Columbia University to sharpen her skills in policy analysis and implementation. She believes this experience will offer her global exposure, help her connect with a network of professionals and learn rigor required in her policy making roles in the government. Upon returning to India, she plans to contribute to inclusive governance by empowering the vulnerable population through quality education and access to livelihood opportunities and healthcare.

Ranjit Kumar

Ranjit Kumar, a nautical science graduate, has extensive experience of sailing. He has traveled around the world as a merchant navy officer, learning about the complexity and diversity of the marine environment and picking up a wide array of survival skills. For his leadership and managerial skills, he was appointed as chief cadet captain. As a member of Indian Administrative Service (IAS), he has been dealing with critical interventions in development and regulatory administration for the past 16 years. For his all-round performance, he was awarded best ‘District Collector’ by the Government of Maharashtra.

As the district collector of Gadchiroli, an area severely affected by left wing extremism, Ranjit has laid extra emphasis on socio-economic development to further the cause of peace. For his innovative approach and effective contribution, he has been awarded the Prime Minister’s Award for Excellence in Public Administration.

Currently, as director of National Jal Jeevan Mission, Ranjit is engaged in policy formulation and implementation of the National Jal Jeevan Mission, one of the largest programs in the world, related to Sustainable Development Goals (SDG 6). He believes inclusive and rapid economic development with ecological sustainability is a major challenge. A study of environmental management and policy analysis will equip him with the necessary knowledge and skills to work on this challenge and help improve the quality of life of millions of citizens. Ranjit is a marathon runner, an excellent swimmer, and a sports enthusiast.

As a Fulbright-Nehru Master’s fellow, Ranjit hopes to gain valuable cross-cultural exposure, a chance to learn from diverse professionals, and an opportunity to befriend multi-talented individuals.
