The United States-India Educational Foundation (USIEF), established in 1950, promotes educational exchange between the U.S. and India. USIEF activities are described on www.usief.org.in. USIEF seeks results-oriented candidates with professional experience and a desire to excel for the following position:

Officer - American Program (Delhi) 

Basic Functions of the position  

Under the general supervision of the Deputy Director, the incumbent:

  • Provides long and short-term direction to the Fulbright Fellowship program for American citizens 
  • Advises and helps the top management on policy decisions and in strategic planning 
  • Develops robust strategies and goals for the American Program 
  • Supervises and monitors all American program operations 
  • Enhances outreach of the American program 
  • Publicizes opportunities to host US scholars in India 
  • Works with administrative agency in the US to publicize program to American citizens 
  • Interfaces with American Fulbright grantees, alumni and academic institutions 
  • Builds a vibrant USIEF community 

The incumbent's major duties and responsibilities include:     

1. Strategic planning and setting the agenda for the American Program

  • Identify annual goals and develop annual work plans at the all-India level for the American Program, including budgeting, recruitment and selection for Fulbright and other fellowship opportunities, outreach, programming with alumni, and designing new program initiatives.

2. Enhance outreach of the American program to untapped geographic and

    thematic and pocketsEnable the selection of the American Fulbrighters        

  • Develop and implement an outreach strategy to increase the American grantee pool; Coordinate with own team and regional officers to achieve synergy
  • Analyze applicant and grantee profiles and compile statistics that will shape outreach plans
  • Ensure greater outreach to underrepresented institutions
  • Develop innovative and timely publicity and communication materials
  • Identify strategic partners for cost-share programs

3. Enable the selection of the American Fulbrighters

  • Identify, set up and orient the expert committee and selection panel for the selection of American grantees
  • Supervise and coordinate with own team to ensure quality and timeliness in the selection process
  • Ensure the selection of the best-fit candidates; Provide robust inputs on the content and context of the proposals / applications
  • Secure placements/affiliations for scholars from Indian institutions

4. Ensure continual improvements in processes and systems of the American 
    program        

  • Review and mentor own team and regional officers to ensure full achievement of American program targets
  • Supervise the overall coordination and communication with short-listed applicants, US government agencies and partner organizations
  • Ensure smooth travel planning, grant disbursal and visa formalities for the scholars
  • Arrange orientation programs/individual briefings for scholars, and provide in-country support to scholars during their grant
  • Manage excellent relationships with the GOI and the Public Affairs Department of U.S. Embassy

5. Deepen customer focus and enhance quality of the American program      

  • Envision, plan and implement events for deepening grantee interface, especially the grantee orientation (one-on-one) and the in-country orientations
  • Conduct the American Scholar satisfaction survey annually and introduce service innovations based on the outcome of the scholar satisfaction survey
  • Develop a strategy for regular e-communication with American grantees

6. Build a vibrant USIEF community 

  • Visit / conduct meetings with American grantee in all the regions
  • Plan and execute programs around American Fulbrighters especially in the Northern region
  • Envision and facilitate collaborations between Indian and American grantees;
  • Design and facilitate sessions in conferences on higher education

7. Any other responsibilities as assigned by the Deputy Director or Executive
    Director 

Requirements for Eligibility:

Essential Qualification required:
Masters degree in any discipline with a demonstrable interest in the higher education sector.

Preferred Qualification:
Ph.D. in any discipline.

Experience:
Minimum 10 years of Professional / Supervisory experience of which minimum five years in envisioning and implementing national-level programs in higher education sector and managing teams. Experience in a multicultural environment in an educational institution or NGO.

Skills:
High Level Oral and Written English Communication; Networking and Liaising Skills; Facilitation and public speaking Skills; Partnership Building Skills; Ability to engage intellectually with visiting scholars and delegations; Strategic Planning skills; Leadership skills, IT Skills Word Processing, Internet/ Email

Knowledge required:
Higher education sector of India and US; Fellowship programs; Budget management

Compensation
Negotiable. Compensation package will be determined on the basis of qualifications and experience, and/or salary history.
